Common Questions
Do I need to file with both RPRA and the Federal Plastics Registry?
In most cases, yes. Ontario's RPRA Blue Box program and the Federal Plastics Registry (ECCC) are separate obligations with different scopes, methodologies, and deadlines. Most mid-market brands selling plastic packaging in Ontario are required to file both.
What happens if I miss the May 31 RPRA deadline?
RPRA can issue administrative penalties of up to $1 million per violation. Late or inaccurate filings can also trigger audits. The RPRA has been actively enforcing compliance since 2023, and the fines are real.
What if I don't have exact plastic weights from my supplier?
This is the most common challenge. Both RPRA and ECCC allow the use of proxy weight methodologies โ estimates based on similar packaging types, industry databases, or physical measurement. The key is that your methodology must be documented and defensible. Hardline uses a validated proxy database built specifically for Canadian food, beverage, and cosmetic formats.
Does the $2M revenue threshold apply to Ontario revenue or national revenue?
The RPRA threshold is based on total Canadian revenue, not Ontario-specific revenue. If your brand generates $2M+ nationally and sells plastic packaging into Ontario, you are likely required to register and report.
How long does the filing process take?
With complete data, most filings take 2โ3 weeks from kickoff to submission. The main variable is how quickly we can gather packaging specs from your suppliers. We recommend starting at least 6 weeks before the deadline to account for delays.
We're a small brand โ do these regulations apply to us?
If your total Canadian revenue is under $2 million, you are currently exempt from RPRA Blue Box reporting. The Federal Plastics Registry thresholds are slightly different โ contact us for a free eligibility check if you're unsure.
